ITANAGAR, Jan 09: Arunachal Civil Society (ACS) urged the state Govt, particularly the concerned department not to implement the Prepaid Energy Meter system scheme as the denizen of the state, particular poor consumers are not in the position to accept such prepaid meter system.

NSSK training for medical officers, nurses commences
ITANAGAR, Jan 09: Two days training on Navjaat Shishu Suraksha Karyakram (NSSK) for Medical officers, GNMs and ANMs commenced at a city hotel, Naharlagun today organized by the Arunachal Pradesh State Health Society.
The resource person for the training is Dr. Bengia Mala, Senior Gynecologist and Dr. Koj Jarbo, State Anesthetist and facilitated by Dr. T. Taku, Nodal officer (Training).
Dr. Koj Jarbo enlightened the participants on launch of NSSK by GoI in 2005. The sole objective of NSSK is to reduce mortality rate among children below five years.
“Neonatal Resuscitation means to revive or restore life to a baby from the state of asphyxia. The aim of neonatal resuscitation program is to teach the steps necessary to ventilate a newborn baby that is not breathing and protect the life of baby. Basic resuscitation, done correctly, will help most, even where only few resources and simple training are available,” he said.
Dr. Koj Jarbo further opined that helping a newborn is helping the most vulnerable section of the population. He encouraged the participants to exchange ideas and share doubts, if any, during the course of training.

ITANAGAR, Jan 09: The deadlock between APPSCCE aspirants and the Commission continues as the 72 hours hunger strike being staged by aspirants Ujum Perying entered day two at IG Park Tennis Court here today. No official comments and assurance either from the state government and the Commission are coming in so far except few clarifications on their stands and action taken.
People from all walks of life made a bee line at the venue to extend their solidarity to Ujum and Consultative Committee (CC) in their fight for justice and fair recruitment. The CC members revealed that their movement has been receiving overwhelming support from all walks of life.
All Arunachal Pradesh Entrepreneurship Development Association and Arunachal Pradesh RTI Forum for State Development have also extended their support to Ujum and the Consultative Committee in the hunger strike.
The district administration has deployed police force to monitor the situation and a medical team with an ambulance has been stationed to constantly watch Ujum’s health.
Addressing the media persons at Press Club on the sidelines of day two of the hunger strike, Consultative Committee Chairman, Israel Perme spoke out at statements of the commission. Perme asked what balance and proportionality the Commission is talking about. He said that the commission can make an excuse based on few candidates who keep writing letters to the Commission through local media with anonymous names.

The CMO has records that the aggrieved civil service examination aspirants under the banner of the Consultative Committee had met the Chief Minister not once but twice and had placed their grievances.
First, the Consultative Committee headed by Israel Perme along with seven others, including Miss Ujum Periyng, had called on the Chief Minister on 23rd September 2014 at the Chief Minister’s Office. Records have it that they were in the CMO from 11.45 am to 1 pm on that day. The Chief Minister had personally interacted with them and offered to do whatever possible within the framework of laid down rules of the Commission concerned and the Central Government norms, informed Bamang Tago, Political Secretary to Chief Minister in a press statement.
Again on 22nd November 2014, the Chief Minister met Israel Perme along with four others at his offices from 2.30 to 3.30 pm. Tago further added that prior to this two meetings, he on behalf of the Chief Minister had met and interacted with the aggrieved civil service aspirants and their grievances were officially communicated to the Chief Minister.
The CMO believes in transparency and accountability and therefore on no occasion aggrieved parties have been denied audience with the Chief Minister, the statement added.
Keep vigil on hunger strike: Parl. Secretary
ITANAGAR, Jan 09: Keeping an eye on the ongoing 72 hours hunger strike being staged by an APPSCE aspirant against the alleged corruption in the recruitment process, Parliamentary Secretary, Home, Likha Saaya today directed the Capital Deputy Commissioner and SP to keep strict round the clock vigil on the hunger strike by deputing sufficient police personnel and medical team to avoid any untoward incident.
During the emergency meeting held at his office here, Saaya further urged upon the administration to ensure that no one should take undue advantage to give the situation a political colour and also appealed to all organizations not to politicize it. Considering the recent massacre at Kokrajhar and Sonitpur districts of Assam, the Parliamentary Secretary also reviewed the law and order situation of Capital Complex and directed the SP Capital to increase night patrolling, along with strict and regular checks on vehicles in the Capital and border areas to prevent any infiltration.
Appreciating the citizens for reporting threat cases relating to illegal and forceful donations in the name of housie tickets and other similar and unacceptable activities, Saaya further instructed the SP to take immediate action against such unwanted and condemnable activities.
The SP has also been told to check ILP to prevent entry of unwanted elements and regulate the traffic strictly.

Kolkata, Jan 09: Undertaking its biggest action in a suspected education scam, Enforcement
Directorate (ED) today attached assets worth Rs 110 crore of a Sikkim-
Using the provisions of the Prevention of Money Laundering Act (PMLA), the agency has attached cash of Rs 25 crore lying in bank accounts while the rest of the seizure value pertains to land assets in states like Rajasthan, Chhattisgarh, Jharkhand, West Bengal and Haryana belonging to the institute, which was identified as the Eastern Institute for Integrated Learning in Management (EIILM).
The ED's zonal office here had registered a money laundering case against the institute and its promoters on the basis of a Sikkim police FIR on EIILM, the foundation which runs it, and its owner, Vinay Rai.
"Assets worth Rs 110 crore in the name of the university and others have been attached under money laundering laws. The educational institute was duping students by offering degrees and certificates in violation of UGC rules. There were numerous complaints against the fraudulent practices of the university," an official said quoting the attachment order.
This is the first big action under money laundering laws in an alleged education scam case in the country.
Efforts made by PTI to contact the university did not yield any result as the phone numbers provided on its website turned out to be "invalid". There was also no reply to emails sent in this regard. Sources said the ED probe found that the management and owners of the university were "laundering" funds obtained from students as curriculum and tuition fees in purchasing large tracts of land and creating bank balances across the country.
"The university and its owners were conducting tainted transactions by extending illegal loans and making purchases in a circuitous manner within the organisations floated by them. The university violated UGC rules and other laws by establishing centres outside Sikkim and floating courses and giving degrees which they were not allowed to give," they said. PTI
Many students from the Arunachal Pradesh are studying in EIILM and recently the Central Executive Committee of the Arunachal Teachers Association (ATA) had urged the Education Minister Tapang Taloh to intervene on behalf of the students of the state studying in the institute with the Sikkim Govt counterpart. The EIILM University was recently in news when 200 students were on strike for nearly two weeks protesting against irregularities in conducting timely examination of final semester scheduled to be held on December 2014.

Fear of financial crisis looms large
The rumours of financial crisis have gripped state ever since UPA II lost power at centre. With BJP led NDA coming to power at centre and Congress forming government in Arunachal, there is growing fear that state will soon plunge into financial crisis. The fear basically emanates from a belief that BJP government at Delhi will tighten fund flow in order to punish Congress ruled states like Arunachal. Despite clarifications from both BJP and Arunachal government in this regard, the fear continuous to loom large.
Adding to the tension, the All Arunachal Contractor's Welfare Association (AACWA) today claimed that since the end of simultaneous state assembly and Lok sabha elections, many of the local contractors are not getting payments from concerned department. Association called on the state government to come clean on its financial position. Is the rumour finally coming true? State government need to come out and tell the truth to the people of Arunachal.

Need for systemic change

Demanding resignation of Arunachal Pradesh Public Service Commission chairman, Dr. Ligu Tacho will not serve the purpose. However, I personally support hunger strike by Miss Ujum Perying and suggest her to pressurize government to bring in systemic changes in recruitment process. This movement should be used to bring in transparency in the way the commission functions, not individual defamation. However if proven guilty, every members should resign morally.
Personally I don’t believe in remembering facts, but ideas. Ideas and innovation will only bring changes in our society and system. I don’t believe in memorizing (ratta marna) again and again the events and facts just to clear the exams, but ideas that will change the world. The majority of the government jobs in United States (more than 80%) are filled through a competitive examination of your background, work, experience and education, not through a written civil service test. In US civil service test for administrative careers was eliminated many years ago. In US office of personnel management and individual agencies advertise professional and administrative job vacancies and interested parties request and receive application material online. Everything is done online. If a civil service exam is required, you will be notified of the test date and location. Now we are in the age of electronic, we should not believe in ratta system, rather we should go for knowledge and ideas. That’s what these US and Japanese governments are doing. Come on we are in the electronic age and if at all written exam is needed, let’s develop software such that it chooses question randomly, like in kaun banega crorepati. No need of these so called moderators to select question papers. Moderators or middleman, I believe is the root cause of leaking papers in many competitive exams in India.
